As a Procurement and Contracts Officer, you will be responsible for delivering a professional, best-practice, and compliant end-to-end procurement service. This includes strategic contract management for medium-sized procurements and contracts, and delegating tasks for Procurement Managers as needed. Your role will ensure compliance with contract standing orders, publication schemes, and transparency obligations.Job Title – Procurement and Contracts OfficerLocation – Leeds LS1Contract – PermanentHours – 37Role summary – As a Procurement and Contracts Officer, you will be responsible for delivering a professional, best-practice, and compliant end-to-end procurement service. This includes strategic contract management for medium-sized procurements and contracts, and delegating tasks for Procurement Managers as needed. Your role will ensure compliance with contract standing orders, publication schemes, and transparency obligations.Key Responsibilities:Procurement & Contract Management: Manage tender processes and provide procurement and contract advice across the organisation, ensuring best practice methodologies are adopted.Stakeholder Engagement: Work closely with budget holders, contract managers, and other officers to deliver value for money solutions, focusing on non-strategic procurements and contracts.Compliance & Oversight: Ensure adherence to public procurement legislation and internal processes, managing supporting systems, and ensuring accurate and timely data publication.System Support: Support the improvement and maintenance of e-procurement systems and oversee the contract performance, including supplier performance and social value obligations.Continuous Improvement: Contribute to the evaluation of projects and contracts, supporting the development and implementation of innovative solutions across the procurement life-cycle.Requirements:Education & Experience: Educated to degree level or equivalent, with practical experience in a similar role. Experience in a commercial, procurement, or contract management function is essential.Qualifications: Ideally, you will be qualified to MCIPS or IACCM or working towards with ongoing membership of the relevant body.Skills: Strong knowledge of tendering procedures, procurement principles, and contract management. Proficiency in e-procurement systems and Microsoft Office, particularly Excel.Communication & Negotiation: Excellent communication skills, both written and oral, with the ability to convey information clearly and persuasively.
